GENERAL RESPONSIBILITIES
The Grant Manager, in close collaboration with the SMT members, will ensure regular oversight, monitoring, and support to the management of the Mission’s grant portfolio, all through the lifecycle, from early discussions with the donor and/or partners, proposal preparation, to grant compliance checks, donor visibility requirements and reporting.
The Grant Manager will take the lead and coordinate the process of development of high-quality funding proposals, concept notes and reports in compliance with donor regulations, and shall follow HQ and mission-level related established processes, and ensure all documentation is in line with Etng internal Guidelines.
In order to ensure efficient processes and contract monitoring, the Grant Manager is expected to create and maintain tools and grant files and records, including the GESPRA system and stay updated on donor requirements.
This is an extremely dynamic and rigorous role, requiring strong coordination and organization skills, to ensure that all deliverables are produced in a timely manner, which can be a challenge at times. The Grant Manager will keep in regular contact with all staff involved in the implementation of grants, as well as donors’ focal points in charge of tasks related to the management of contracts, reporting, communication and monitoring.
It is encouraged that the GM develops capacity-building initiatives, such as workshops or short training sessions, of the Mission’s staff members on the various related processes, which may be helpful to enable ownership and accountability of deliverables.
Upon request from the SMT, based on time availability and needs, the Grant Manager could at key moments also support the Mission with tasks related to:
- Donor Mapping and Donor Intelligence
- Development of miscellaneous products for donors/external stakeholders
- Undertake communications activities, in line with the Mission’s Communication Plan and in the absence of a dedicated staff
- Ensure adequate coaching of new staff member in the event of a transition period.
KNOWLEDGE, EXPERIENCE AND SKILLS
· Bachelor's Degree and/or Master’s Degree in Humanitarian Action or any related field (communications, political science, law, etc.)
· Good experience in proposal writing, donor rules, validation procedures, coordination of processes. Experience in Project Cycle Management. Ability to write donor reports and proposals in excellent English. Training and capacity building experience. Communication skills: press releases, video edition, internet and social networks
· Previous experience in a similar position and/or in the humanitarian field of at least 3 years.
· High ethical principles
· Flexibility with unexpected events
· Organized and methodical
· English: Compulsory working language. Excellent writing skills are required for this position.
· Good skills in Microsoft Word, Excel and PowerPoint
· Ability to work under pressure
DETAILED OBJECTIVES AND TASKS
Objective 1: Identification, coordination, preparation, writing and submission of quality and timely proposals/concept notes, following ETng validation processes and taking into account the donor guidelines
· Under the direction of the SMT, and in consultation with Technical Coordinators, Logistics and Admin/Fin Coordinator, the GM will design, coordinate, gather inputs, collect relevant information to draft full proposals (including proposal narratives, and other required annexes, such as the budget and PPP) or Concept Notes to be presented to donors. The GM will ensure that the proposals are validated and submitted on time
· The GM will assist Program teams in designing Project proposals in response to various proposals such as Call for Proposals (CFP), Requests for Proposal (RFP) or Concept Notes (CN), and as such, will participate to early technical discussions with the donors, when and if feasible.
· The GM will follow ETng Strategic Framework, and promote the harmonization of indicators and means of verification. The GM will ensure the respect for ETng standard operating procedures and the validation procedure defined by HQ. The GM will ensure that proposals take into consideration Gender, Protection and Accountability Guidelines, according to ETng policies.
· The GM will ensure proposals/CN are in accordance with donor frameworks, guidelines and language.
· The GM will coordinate any donor feedback and ensure timely submission of requested feedback and resubmission
· The GM will liaise with either HQ or donors in following-up/tracking of submitted proposals, so as to support the Mission’s budgetary planning
Objective 2: Coordinate and lead the production and submission of quality and timely donor reports
· Coordinate donor reporting processes as outlined at mission and HQ level, with the relevant departments to collect the information/inputs and ensure the timely submission of high-quality programmatic reports
· Coordinate with Admin/Finance Coordinator to ensure timely submission of financial reports.
· Assist field teams in drafting of donor reports by ensuring that reports are in accordance with donor requirements and are submitted on time
· Liaise with either HQ or donor in following-up/tracking of submitted reports
· When feasible, ensure that reporting requirements are kept minimal for the Mission and that processes are streamlined and efficient.
Objective 3: Grant Management & donors’ relations
· Maintain an updated calendar of project report obligations and project development, and ensure key staff are aware of it and respect the deadlines by sharing it regularly with the SMT and HQ project manager. This includes the maintenance of the related sections in GESPRA (Online Project Management Tool), at least on a weekly basis.
· In coordination with the SMT, liaise with HQ staff (throughout the ETng network, including the Donor Relations Unit and with HQ Operations) on potential funding opportunities, as and when requested, including donor’s mapping/intelligence.
· Ensure comprehensive grant files are created and regularly updated, and are available for use. Provide briefing papers and support the development of external communication tools relevant for donor visits/meetings.
· Set up and constantly update database for donor guidelines and regulations, and create fact sheets for main donors.
· Inform Program and support teams on any changes to existing donor guidelines and regulations
· Act as a focal point for the Mission for external communications with donors for all grant management and reporting matters
· Coordination with Admin/Finance Coordinator on donor compliance issue and contractual issues
· Follow up with Program Managers and Technical Coordinators on Program Implementation and collection of data according to means of verification, from kick-off meeting to contract closure, to allow pro-activeness in the monitoring of the grant and related tasks (such as ad-hoc donor requirements or extension/amendment requests)
· Support Program Teams (and if applicable, communication officer) in ensuring donor visibility requirements are met in the planning, and organization of donor field visits.
· If time allows: Efficiently coordinate with and provide support to SMT in coordination tasks with consortium partners and organizational partners (sub-grants)
Objective 5: Support humanitarian activities of ETng
· Support the emergency interventions of the organization as per the employee’s abilities.
· Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
· Promote gender equality within the humanitarian and/or development work

Job Title: Finance Manager

Objective 1-Consolidate the base accounts monthly:
· Disseminating information about the accounting procedures of the base and ensuring that these procedures are respected
· The comprehensiveness and precision of entries and the correct budgetary charging of expenses
· Ensure field books are close on monthly basis towards the end of the month
· Timely forwarding of accounting information to the capital
· Ensure that all Cash count & Bank Reconciliation are done at the month end for field books
· Ensure that all accounting documentation is updated on daily basis & reconciles Bank Books, Cash Books
· Review the field monthly accountancy to ensure correctness of account codes, budget lines and descriptions used and feedback is sent to all admins on accountancy
· Prepare a detail report for Finance Coordinator on outstanding / prepaid advances if requested
Objective 2-Responsible for base tax operation:
· Ensure that the base is in compliance with in-country tax policies
· Ensure monthly WHT is deducted from suppliers and recorded correctly in accountancy.
· Ensure that proper documentation is filed for WHT on monthly basis.
· Assist Finance Coordinator in ensuring a good Tax system is in place at the base.
Objective 3: Contribute to grant financial management, donor compliance & budget analysis:
· Support budget holders in developing their forecast and monitoring their lines
· Receive & incorporating budget forecast in BFU.
· Organize & lead monthly BFU meetings at the base & provide updates to Finance Coordinator for each grant
· Monitor level of over/underspending per budget lines and provide feedback to Finance Coordinator
· Inform the Finance Coordinator for any information which impact the grant financial status
· Warning the Head of Finance Department and Field Coordinator of financial risks
· Review donor guidelines and ensure flexibility is respected
· Ensure proper filing of grants vouchers (review hard documents, review archiving process with the Capital finance team in close coordination with Finance Coordinator.
Objective 4-Treasury forecast & cash management:
· Implementing the cash management procedures on the base and ensuring they are respected
· The availability and safe keeping of the necessary cash
· Authorizing and making payment for purchases falling within the monthly forecast of his/her base
· Ensure timely & realistic forecast is sent to the capital
· Meet program managers to ensure good forecast in line with spending plan
· Ensure expenditures are in line with the forecast prepared, Analyse discrepancy between cash and budget forecast and put in place corrective measures
· With the help of Capital Finance Officer, monitor funds & ensure that there is a low balance towards end of the month
· Ensure that the funds are requested accordingly as requested in the cash forecast.
Objective 5-Capacity building for finance & non-finance staff:
· Work closely with finance team to build their capacity
· Organize BFU & forecast meetings with all key staff (finance & non-finance) to ensure the team is well trained on BFU & recognize the importance of BFU
· To develop and conduct training for finance staff on accounting policies & tools at the base level
· Identify the needs of finance staff training & arrange training sessions accordingly
· Provide induction/briefing on accountancy to all field employees joining finance department
· Conduct regular refresher trainings on accounting tools to new/existing finance staff on regular basis
· Develop & share new tools with Finance Coordinator to improve mission accountancy quality & budget allocation.
Objective 6 -Supervision & team management:
· Supervise Finance Officer & Finance Assistant
· Conducting performance appraisals and setting quarterly /yearly objectives of Finance Officer & Finance Assistant
Objective 7 - Conduct internal audit:
· Conduct internal Audit from time to time by using FAP “Financial Audit tool”
· Share Audit report with Finance Coordinator with recommendations & action plan
· Follow up on recommendations for improvement on regular basis
Objective 8 - Management of fraud and corruption cases:
· Alert on suspicion of fraud and corruption through the appropriate channel
· Identify fraud and corruption cases in the base
· Sensitize the team on the management of fraud and corruption risks
· Alert on suspicion of fraud and corruption through the appropriate channel
Internal & External Relationship
Internal:
· Directly reporting to Operations Support Coordinator
· Coordination with mission Finance Coordinator

· Interaction with suppliers, banking and financial institution service providers, tax offices and other national authorities or institutions with which EMTng has working relationships for administrative and financial needs at the base level.
Position Requirements
Qualifications:
· Bachelor's equivalent in Accounting/Finance: Master degree is a plus
· ACCA or other Chartered Accountant Diplomas
· 3 years of professional experience in finance with proven experience in team management

Job Title: Finance Officer

Summary of position
ETNG is looking to fill the position of Capital finance officer based in the Washington DC/ NewYork/Remote. The Finance Officer will be responsible for the day-to-day management of the financial transactions and procedures of the organization. S/he will provide support to the Base Admins/Cashiers/Assistants. The Finance officer will work under the guidance and direct supervision of the Finance Head of Department. The Finance Officer’s role has the following purpose, engagement and delivery:
Purpose
The Finance Officer will be in charge of overseeing and monitoring the financial transactions of the organization and developing budgets.
Essential job functions
· Record all monthly commitments and recharges; Receive and Import all the books from bases in SAGA at the end of the month, ensuring cash counts and Bank reconciliation have been received from the field.
· Matching of inter-mission funds transfers in SAGA
· To ensure respect for the EMTng finance procedures and Cash Management Policy at the Nairobi level.
· Ensure the safekeeping of Emtng funds and assets and make cash count as per set requirements.
· Ensure liquidity at All level and advise the HOD- Finance for need of exchange operations.
· Ensure HQ Day to day expenditures are in line with the approved cash forecast, analyze discrepancy between actual expenditures and cash forecast
· Review of mission financial documentation to ensure completeness before filing and follow with Base Admins to ensure that they send monthly documentation (original & copies) to HQ on a timely basis.
· Preparation of Annual Statutory Audit for the organization and provide auditors with necessary documentation during audits.
· Follow up on recommendations provided by auditors to ensure that they are adhered to.
· Ensure salary Allocation is charged correctly to the projects.
· Liaise with the program department and prepare donor Budgets during proposal development.
· Ensure that the budget follow-ups (BFU’S) for different projects is prepared and issued to Head of Finance on timely basis.
· Visit the field bases on time-to-time basis, providing support, and recommendations on action points raised on financial issues.
Requirements
